About the job: This is the entry, working, and journey level of the ESC series. ESC’s perform a wide variety of consultative, coordinative, developmental, planning, and evaluative duties in the preparation, implementation, and maintenance of the statewide emergency management system including emergency plans, and the emergency response operations of State and local agencies and relief, recovery, mitigation, and preparedness programs at the Office of Emergency Services.

Under direction, the Emergency Services Coordinators (ESCs) in Regional Operations Southern are the first line of collaboration, communication, and coordination between local emergency managers and the state. ESCs are assigned to an Operational Area and/or to project areas where they will provide technical expertise on emergency management, response, mitigation, recovery, and other functions of Cal OES while representing the state. They will possess a perceptive understanding of local, state, and federal regulations and requirements in relation to declared emergencies and recovery programs to provide guidance to their assigned area and accurately convey critical information vital to saving lives, property, and the environment.

During non-emergencies, the ESC will focus on planning, prevention, training, response exercises, and various projects that enhance preparedness for the region and partner agencies. During emergencies, the ESC will respond to provide coordination between an Operational Area and the Region and/or State Operations Center within the Standardized Emergency Management System (SEMS).

Cal OES is recruiting for an Emergency Services Coordinator for the Southern Region. Applicants only need to submit one application package to be considered for this position.

Working Conditions

In Office: This position supports the day-to-day business operations which is handled in the office and out in the field. This is not considered a hybrid telework position.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid California Driver’s License (CDL). Desirable Qualifications

  • Knowledge of state disaster preparedness and response protocols and procedures, the state’s disaster response structure and governance and the roles and responsibilities of key agencies in the state’s disaster response framework.
  • Knowledge of federal, state, and local emergency preparedness and response laws, policies, procedures, and regulations.
  • Knowledge of current research and best and promising practices for disaster planning, preparedness, and response.
  • Experience working with social services and health agencies during emergency events and addressing the needs of older adults, individuals with disabilities, vulnerable and underserved populations for disaster preparedness and during disaster events.
  • Demonstrated ability and experience to effectively collaborate and lead a multidisciplinary team of professional staff to prepare for and respond to emergency events.
  • Ability to establish and maintain rapport, and collaborative working relationships with highly engaged internal and external stakeholders including state emergency response agencies, executive leaders and local program partners.
  • Ability to maintain a high degree of confidentiality.
  • Demonstrated ability to handle multiple competing priorities simultaneously.
  • Ability to provide the highest level of customer service in all situations.
  • Ability to develop evaluations and surveys using data collection and reporting systems.
  • Excellent written and verbal communication skills.
  • Capacity to perform at a high level under pressure while consistently meeting deadlines.

  • Knowledge of state government functions, public sector management principles, control agencies, the state budget cycle, and the legislative process.
